Yes, youth flag football league rules are typically designed to allow all kids an opportunity to play the game and learn and enjoy. The coaches should be aware of the way substitutions affect the game flow, however. Frequent rotations can be confusing to the kids on the field and parents to watch. If rotations are a concern, I would highly recommend waiting to talk with the coach until after the game, over the phone or email, so as not to put them in a tough position. Majority of youth coaches are parents who are not professional coaches, but are (hopefully) coaching with the best intentions possible for the outcome of all kids on the flag football team.

Good sportsmanship dictates that the defensive play should attempt to give the flag back to the player or at least throw it over in their direction. The main benefit of this, beyond sportsmanship, is that it adds to the tempo of the game and both teams will get more opportunity to play and score.

Also, is the flag to be returned to the player by the pulley or dropped on the ground?
